Definitely the tone. If it was lower, like a helicopter or even a smallish aeroplane, it would bother me a lot less.

Yes, absolutely. If I know it's providing important service, like medical, I am far more forgiveful. It's like with an ambulance or a firetruck, they're far louder than drones but at the same time we know they're on the way to potentially save lives, so no one's bothered.

The only reason I would feel negatively about a drone in the area is if it were used to loudly and aggressively circle an area at low altitude causing a lot of repetitive noise for long periods of time. A mid to high altitude passover, even if loud, would be of no bother as long as it weren't multiple times an hour.
